Kildare County Council invites expressions of interest from suitably qualified candidates to the Kildare Local Live Performance Programming scheme, Phase 2.

This scheme funded through the Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media, will assist producers, promoters and venues to provide support for people in the live performance industry to facilitate programming of live performances in the Municipal Districts of both Celbridge/Leixlip and Clane/Maynooth, Co Kildare.  At least one event must take place in each of the two Municipal Districts, on or before 31st December 2021, should public health considerations permit.
 
The scheme aims to support the creation of employment opportunities for local professional artists and musicians of all genres, performers, designer, technicians, crew, lighting and sound engineers and other support staff working in the live commercial arts and culture sectors in County Kildare. Performances can be recorded or streamed if health restrictions prevent live events, or as the local authority deem appropriate. The Kildare Live Performance Programming Scheme Phase 2 offers an award of €143,000, include VAT and all other expenses. It is envisaged that one application only will receive funding under the scheme. 
 
Applications are welcome from established Event Producers, Promoters and/or Curators with a proven record (minimum 3 years) in the creation and presentation of events in the live performance sector. Applicants should have demonstrate experience of managing projects with a similar budget.

What costs/projects will be considered as part of this scheme:
The Kildare Local Live Performance Programming Scheme Phase 2 aims to support the creation of employment opportunities for professional artists and musicians of all genres, performers, technicians, crew, lighting and sound engineers and other support staff working in the live culture, creative and music industries, while providing audiences with quality live performance experiences. 
 
Costs related to the creation / production of a live performance will be considered, which will include:
  • Venue costs per event to include crew / overheads / staff costs that are incurred as a result of and for the duration of production only);
  • Contracts for Service for Artist/Performer fees; Musician fees; Crew fees; Set/Costume fees including Design, and any other associated costs;
  • Video Streaming costs;
  • Advertising, PR related costs to the specific event;
  • Hire of specialist equipment specifically required for the event;
  • Health and Safety and Security costs;
  • Insurance costs for the duration of the production only;
  • VAT.
The successful applicant will be required to provide an Income & Expenditure report, with vouched receipts as a condition of the award.
 
What costs will not be considered as part of this scheme:
  • Purchase of equipment or any other capital expenditure;
  • Local authority rates;
  • Contracts of Employment not relevant to the production;
  • Legal and Accountancy Fees;
  • Annual Insurance costs (with the exception of per event insurance);
  • Costs that do not fit the purpose of this scheme.
 
Expressions of Interest:
Expressions of Interest will be accepted through the official online application system only.
The deadline for receipt of submission is 12pm, Monday 8th November 2021.
 
Assessment will be made by an independent adjudication panel. All applicants will be advised of Council’s decisions in writing.
 
At least one live performance(s)/event(s) must be proposed for both Municipal Districts of Celbridge/Leixlip and  Clane/Maynooth, County Kildare and must conclude on or before 31st December 2021. Successful candidates are required to provide a short report/update to the Arts Service two weeks after the award is made. Failure to do so may deem the grant invalid and grant aid received may need to be refunded to Kildare County Council.
 
Events/activities must only be carried out if they are compliant with the most up to date Government guidelines on COVID19.
The payment of a grant is not taken as an indication that the equivalent of any grant will be made to the organiser on another occasion.
 
Acknowledgement of Funding:
This scheme is funded by the Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media and administered by Kildare County Council. The Department and Local Authority must be acknowledged in all publicity material associated with the project. Failure to acknowledge the Department and Local Authority appropriately may deem the award invalid and funding received may need to be refunded to Kildare County Council.
Kildare County Council reserves the right to publicise the awarding of the Kildare Local Live Performance Programming Scheme, Phase 2.
 
 
Eligibility
  • Applications are welcome from individuals or group Event Producers, Promoters and/or Curators with a demonstrable track record (minimum 3 years) in live performance production and presentation;
  • Proposals must include work in the live commercial entertainment sector across one or multiple art form;
  • Proposals must demonstrate a track record of management of live events of a similar budget;
  • Proposals must prioritise the employment for/of services of locally based professional artists, performers, crew, and other support staff;
  • Proposed live performance(s)/event(s) must take place in Celbridge/Leixlip and Maynooth Municipal Districts, County Kildare and must conclude on or before 31st December 2021. 
  • Proposals for activities in retrospect will not be considered;
  • Proposals should consider the presentation of a range of performance types with regard to gender equality and diversity;
  • The successful applicant must provide proof of Tax Compliance;
  • Projects involving children or young people must have appropriate policies in place as regards Child Protection;
  • The successful applicant will be required to confirm appropriate insurance policies and Health & Safety procedures, including COVID-19 policies are in place. The successful applicant should carry out a detailed risk assessment of their activities with regard to the continuing public health measures and guidelines, to determine if they will be in a position to operate safely and in line with Public Health measures at all times.
 
Ineligible proposals:
  • Applicants who cannot demonstrate a minimum of 3 years’ experience in the production and presentation of live performance;
  • Proposals from not-for-profit organisations or charities;
  • Proposals the include activities that have already started or are completed; or proposals taking place after 31st December 2021.
  • Applications which do not provide supporting material pertinent to the delivery of their proposal (e.g. letters of support; CVs)
