GENERAL CONDITIONS FOR GRANT ASSISTANCE

General Conditions

Grant aid will not be paid retrospectively. Grant approval must be obtained before the project commences. Grant aid will not be provided in respect of any expenditure incurred prior to obtaining official notification of grant approval from the Board. Payment of grant will be made, in full or in part, on the basis of invoiced expenditure vouched as paid. The Board may attach such further conditions to the payment of grants in particular circumstances as it deems appropriate. The Enterprise Board is precluded from grant aiding projects for capital expenditure in excess of £100,000 and/or employing more than 10 persons.

Other Requirements:

1. Compliance with Planning Building Control and other enactment’s
2. C.2 Tax Clearance Certificate (Promoter and any Sub-contractors)
3. Department of Finance requirements in relation to Taxation
4. Auditor’s Certificates
5. Successful Projects - provide information when requested
6. Insurance
7. Nature of Tenure

The Board cannot assist projects in the following sectors:

• Areas of enterprise where the County Enterprise Action Plan has indicated that there is already a sufficient number of firms participating.
• Areas of enterprise on the EC and national sensitive sector list.
• Areas of enterprise coming under other schemes of Operational Programmes.

Ineligible Projects:

• Projects involving primary agricultural production
• Conferences and seminars
• Projects which are contrary to public policy
• Duplication of support for projects which would be eligible for assistance from other State Agencies or EU funded operational programme.
• Existing firms which already have an established relationship with Forbairt or I.D.A.
• Areas of enterprise which involve

1. Displacement of existing jobs and
2. Duplication of effort and aid

• Retail outlets, professional services and distribution services
• Projects with Investment costs in excess of £100,000
• Projects with employees in excess of ten people
• Mobile assets, i.e. car, motor vans, mobile machinery etc.
• Projects giving rise to ‘dead weight’
• Limited assistance may be provided, for certain county level economic promotional activities

The following may be assisted:

• Renovation of premises
• Machinery and equipment
• Construction of a premises

The following may not be assisted:

• Purchase of site/building
• Mobile assets i.e. cars, vans, mobile machinery etc.
• Working capital

The Board reserves the right to discuss the proposal with other relevant agencies or bodies to ensure effective and efficient use of agency services and public funds.

Confidentiality of the proposal will be respected at all times.

Projects approved by the Board will be subject to conditions, which must be fully complied with before payment can be made.
