8.0 TIMESCALE AND METHODOLOGY
This survey was conducted between November 2001 and
September 2002. It is a visual survey conducted as a
walk-through on all public accessible routes and by
the use of aerial photographs.
Since many of the suggestions in this report would
involve alterations to, and
maintenance of, both private dwellings and business
properties it is difficult to attempt to adopt a strict
timeframe for the implementation of these proposals.
The study aims to offer constructive advice to property
owners on how to improve the appearance of individual
buildings, while taking into consideration the effect
on the streetscape and the town centre as a whole. It
is intend to be a reference document to promote improved
visual and physical amenity and therefore a timeframe
for the carrying out of these strategies is not appropriate.
While many proposals suggest traditional materials
and treatments consideration should also be given to
high quality contemporary design sympathetic to the
scale and materials currently employed within the town
centre.
There are also a number of urban interventions proposed
which it is considered would enhance the urban fabric
and provide focal points within the town centre. These
proposals are aspirational and are suggested to prompt
debate and discussion. Any proposal would, if advanced
beyond an aspirational level, require full public consultation
and be subject to the relevant planning process.
The stategies suggested in this document should be
reviewed after an appropriate period of time in order
to confirm what work is carried out. An appraisal of
changes to the fabric of the town centre should then
be commisioned to determine suitable future strategies.
A five year period would be appropriate for the review
of this document.
