How will the Strategy be implemented?
KCDB will oversee the implementation of the Strategy over the next 10 years. There are a number of distinct parts making up the implementation of the Strategy:
- Achieving the goals and objectives so that we are all working to fulfil the same vision
- Implementing a set of actions that will contribute to achieving the goals of this Strategy
- Strengthening KCDB itself so that it can be an effective
forum for co-operation
Implementing the Goals & Objectives
All member agencies of KCDB have agreed to the goals and objectives set out in this document. KCDB is committed to achieving these goals and objectives over the next 10 years so as to achieve the overall vision for the county.
In working towards this, KCDB member agencies will ensure that their plans and policies over the next decade are in keeping with the goals and objectives of this Strategy. When drawing up new plans and policies, each agency will match the goals and objectives of this Strategy to those emerging in the agency's new plans.
The table below demonstrates how this will be done using
the newly published Tourism Task Force Report "A Framework
for Action" as an example.
This is a simple format for ensuring that the Strategy and
any new plans are
complementary and will make sure that all agencies keep working
towards common goals over the next 10 years.

Implementing the Action Plan
This Strategy has an accompanying three-year Action Plan. The Action Plan contains 76 actions to be carried out by 2005. Actions are set out under the six Key Themes with Cross-Cutting Actions (i.e. those that have emerged across a number of Themes) also set out.
The Action Plan of this Strategy will be implemented by a wide range of groups and agencies, not all of which sit on the County Development Board. KCDB itself will not implement any action per se apart from those specifically referring to the CDB Process. However, members of KCDB will work together in implementing those actions that are relevant to them.
In keeping with the main function of the County Development
Board of promoting the integration of services, the majority
of actions require a range of agencies to co-ordinate and
work together in their delivery.
In implementing the Action Plan it is envisaged that the
following steps
will be taken:
- A Lead Agency has been identified for each action. This
Lead Agency will have responsibility for:
- nominating a specific named staff member(s) as a contact person(s)
- co-ordinating progress on the action
- reporting back on progress
- delivering on the action
- Partner agencies have also been identified for each action. These agencies have also committed themselves to the actions and, through working together and sharing resources, will deliver on the actions.
- A scoping report for each action containing the rationale, parameters, detail of the actions, resources and monitoring required, will be drawn up to assist the agencies involved to make progress on the action.
- Progress on the actions will be overseen by four Implementation
Groups with responsibility for the six Key Themes which will
be grouped as follows:
- Transport, Communications and Environment
- County of Contrasts
- New Settlement Patterns and A Sense of Place
- Education, Training and Capacity Building
These Implementation Groups will meet three times a year to review progress on the actions.
Strenghtening the CDB process
For KCDB to be successful in achieving its goals, it will
need to continue to strengthen its own processes and the working
relationships between all members. This will be done through
members adhering to the existing and future goals and objectives
of the Strategy in their own plans and through working in
partnership with other members and organisations in implementing
the actions of the Strategy as set out already. The Action
Plan also puts forward a number of actions that will strengthen
the CDB itself. The CDB Process Actions are designed to improve
co-operation, understanding and sharing between members over
the three years to 2005. Implementing these actions will ensure
the effectiveness of, and commitment to, the aims of co-operation
and integration and also commitment to the strategy itself.
