Kildare County Council’s Municipal Art Collection

Kildare County Council’s municipal art collection is an eclectic assemblage of paintings, prints and sculptures.  Many of the works date from the 1970s, when Kildare County Council, under the Arts Council Joint Purchase Scheme*, purchased a series of contemporary works.  The collection boasts work from some of Irelands most acclaimed visual artists including Evie Hone, Patrick Pye, Patrick Collins, Charlie Brady, Sean Mc Sweeney, Robert Ballagh, Norah Mc Guinness, and many more. 

The Council continue to purchase work to further develop the collection.  Recent acquisitions include work by Laurence Riddell, Paul McKinley and Fergus Feehily

In 2005, Kildare County Council embarked on a cleaning, restoration and cataloguing programme of the collection. 

Arising from this work, ‘A Collection Uncovered’, selected works from the collection were exhibited in Riverbank Arts Centre in 2005.  The exhibition was launched by Martin Gale, RHA (the Municipal Collection features two early Martin Gale paintings).

Following on the success of this exhibition, a further 2006 exhibition entitled ‘A Collection Becoming’, featured new acquisitions in the collection, complementing the existing collection.  Acclaimed flautist Brian Dunning was guest speaker at the launch.  Artist Paul Mc Kinley curated both exhibitions.

Planning for the Lantern Municipal Gallery, a permanent home for the municipal collection within the Aras Chill Dara campus, Naas, is currently underway.

The Arts Council Joint Purchase Scheme in Visual Art has been in existence for 40 years and is intended to assist public bodies and organisations to buy works of contemporary art jointly with the Arts Council.  The works of art must be displayed by the partner organisation in a place frequented by the public. 

Aims of the Award

  • To increase the audience for the Visual Arts
  • To promote contemporary Irish Art and Artists
  • To increase the sales of contemporary Irish Art
  • To encourage opportunities for contemporary Irish galleries
  • To encourage organisations to instigate or enlarge their visual art collections. 

 

Per Cent For Art Scheme

 The principles of the Per Cent for Art scheme were initially established by the OPW in 1978.  public-art.jpg The Department of the Environment further developed a similar scheme, the Artistic Embellishment Scheme in 1986. 

In 1994 a decision to review both schemes led to the publishing of the Public Art Research Project - Steering Group Report to Government (PART Report).  On the basis of the PART Report recommendations, the Government approved in 1997 the revision and extension of the existing Schemes to all Government Departments with construction budgets. 

Since then an Inter-Departmental Public Art Coordination Group drafted the current set of guidelines assisted by a Panel of Art Expert Advisors.  This drew on the expertise and management of the Arts Council who on behalf of the Inter-Departmental Public Art Coordination Group hosted a series of Public Art Consultative Meetings in Cork and Dublin inviting members of the arts community - practicing artists, curators, commissioning agents and project managers involved in public art in Ireland to respond to the draft guidelines for the PCFA Scheme. 

While the Scheme has been implemented in varying degrees by Government Departments and public bodies, there has in more recent times being a more concerted effort amongst some local authorities to capitalise on this underused resource. 

The PCFA Scheme allows for the provision of 1% per project (up to a ceiling of €64,000) from capital construction budgets to be spent on a public art project.

Music Development Programme

Kildare County Council Music Development Programme

The emphasis of the Music Development programme over the previous ten years has been support for the County Kildare Orchestra at its inception and development period, and the initiation of the Music Outreach programme in schools and the Tzipora Children’s Music Festival.  Venues for music performances in the county include Riverbank Arts Centre, The Moat Theatre, churches, pubs and hotels.  While largely accessible, these venues are not always appropriate for, or available to young musicians.   

 The future Music Development programme will be largely guided by the findings of the Platform 1 Music Development initiative, facilitated by Ollie Cole, based in Leixlip, and with provision for commissioning and recording original music. 

Kildare County Council will embrace innovative and contemporary music initiatives, with cognisance of traditional music.  An example of this is the 2006 mentoring/ recording project, for traditional musicians ‘Ceol Galore’, in South Kildare.

Kildare County Council Arts Service

The functions of the Arts Service include

  • The Formulation of arts development policy for Kildare County Council and to implement the Arts Development Plan
  • The provision of an advocacy, advice, information and support service for the Arts
  • The promotion and encouragement of participation in the arts as maker, participant, audience
  • Devising, implementing, managing, monitoring and evaluating an arts development programme in Kildare to include
  • Professional development and training opportunities for artists
  • Artists in Residence programmes
  • Commissioning of new work
  • The promotion of models of good practice and artistic excellence in Co Kildare
  • Advising on and supporting the development of cultural capital projects
  • The management of Grant aid and other arts award opportunities

 

 In order that arts development is sustainable, a strategic approach, which recognises the common goals, shared by Kildare County Council and its partners must be advanced.  Kildare County Council Arts Service is committed to the further development and consolidation of strategic partnerships, internally within Kildare County Council, locally, nationally and trans nationally. 

The Arts Act 2003 states that  ‘A local authority may provide such financial or other assistance as it considers appropriate to such persons or in respect of such activities, projects or undertakings, for the purposes of
(a) stimulate public interest in the arts
(b) promote knowledge, appreciation and practice of the arts
(c) improving standards in the arts, within its functional area.’

Taking cognisance of this statement, Kildare County Council Arts Service sees its role as the fostering, promotion and development of the Arts in Co Kildare
