Green paper on the community and voluntary sector
The Department of Social, Community and Family Affairs published a green
paper on the community and voluntary sector and its relationship with
the state in May 1997, entitled Supporting voluntary activity. Following
a consultation process, the government will publish a white paper in early
1999.
Consultation Seminar
Six local organisations came together to convene a consultation seminar
on the green paper for voluntary and community groups in Kildare. The
purpose of the seminar was twofold: to inform local groups about the green
paper and to draw-up a submission outlining their views. The seminar,
on October 10th, was attended by 70 people.
Information Deficit
At the seminar, there was a widespread concern at the lack of information
about the green paper. It was seen as a top down process and even the
presentation of the document was outside people's experience. As a result,
some groups may not have felt confident to make submissions. Also, the
relevance of the document to the full community and voluntary sector should
be clarified.
Developing a meaningful partnership with the state
Participants felt that partnership involves all sectors having a commitment
to work together. In order for the community and voluntary sector to play
its part, adequate resources must be provided. In addition, the accountability
of the different sectors needs to be clarified.
Funding and Autonomy
There was a common concern about the lack of continuity and speed of response
in relation to funding, which in turn affects planning in the sector.
Also, there is a need for greater access to information on state structures
and funding, particularly for new groups. The link between funding and
control was a particular concern. Another worry was the level of funding
available in the future, taking into account inflation and decreases in
EU funding.
Training
Participants highlighted the need for training for the voluntary and community
sector. In addition, the issue of adequate resources for training was
to the fore. Needs identified include: training for participation in the
consultation process; training for volunteers; and assistance with capacity
building.
