What are Joint Policing Committees?
Section 36 of the Garda Síochána Act 2005 provides for the establishment of a Joint Policing Committee (JPC) in each local authority administrative area and as part of the local government structures. The purpose of these committees is to provide a forum where a local authority and the senior Garda officers responsible for the policing of that area, with the participation of Oireachtas members and community interests, can consult, discuss and make recommendations on matters affecting the policing of the area.
Establishing the Kildare Joint Policing Committee
County Kildare JPC will comprise of a 31 member committee as follows; local elected members (15), Oireachtas members (5), local authority representatives (2), representatives of An Garda Síochána (2) and community representatives (7).
In accordance with the guidelines each JPC will decide the most appropriate community based organisations or groups to be represented and ensure that those community members selected will ensure broad based representation of a range of local community interests, as well as considering the need for representation of particular localities, young persons and children, victims groups, business interests and particular communities (e.g. travellers or immigrant communities).
Strategic Proposals
Kildare Joint Policing Committee is now inviting strategic proposals from relevant organisations or groups. In view of the enhanced strategic focus of the new Joint Policing Committee, strategic proposals are invited from community based organisations and voluntary groups which will (a) inform the JPC strategic plan and (b) identify groups best placed to represent the sector. Submissions should propose strategic objectives which are focused on achieving coordinated actions to support enhanced policing and crime prevention. The submission should provide a summary of the strategy to be pursued in relation to the proposed objective and anticipated outcomes. Strategic objectives may be proposed under one or more of the following areas:
- Community Safety/Community Alert
- Drug and Alcohol Misuse
- Restorative Justice
- Public Order
- Crime Prevention in the Commercial Sector
- Social Inclusion of Minority Communities/Vulnerable Groups
Proposals should also demonstrate the organisation or groups':
- Extensive experience of community safety, community policing, crime prevention or social inclusion at national, regional or local levels
- Strategic planning experience, and a track record in supporting the delivery of plans at local level
- Experience of working collaboratively to progress agreed goals
In considering the composition of the committee, the JPC will give due consideration to principles of broad equality and gender balance. In addition, geographic balance and representation across the interest groups outlined above is a key consideration. In making any appointments to this committee, Kildare Joint Policing Committee reserves the right to consider other persons who fulfil the necessary requirements.
