Call for Expressions of Interest for Membership
Expressions of Interest are invited from Non-statutory Bodies
1. What are Local Community Development Committees?
The Local Government Reform Act 2014 provides for the establishment of Local Community Development Committees (LCDC) in all local authority areas. The LCDC replaces County Development Boards and will provide the mechanism for greater integration of economic and community development at local level.
The LCDC will be a committee of Kildare County Council. By the end of 2014, the LCDC will have agreed a six year Local Economic and Community Plan (LECP) for the county. This plan will provide a framework for a number of other community based plans and inform how resources are allocated to support community and economic development in County Kildare.
2. Establishing the Kildare Local Community Development Committee
All local authorities are being instructed to establish county wide LCDC’s by mid-May 2014. This is a multi-sectoral committee composed of elected members, statutory and non-statutory representatives. While final guidelines have not been published, information available indicates that LCDC membership should ideally be no more than fifteen. Eight members will be drawn from non-statutory bodies.
Non statutory bodies include:
Partnership Companies and interests representing:
- Community and voluntary
- Social inclusion
- Business/employer
- Farming and agriculture
- Trade union
- Environmental
- Local development or community development.
3. Expressions of Interest
Kildare County Council is now inviting expressions of interest from relevant organisations, groups or individuals for the eight non-statutory representatives of the LCDC. In considering the composition of the committee, the county council will give due consideration to principles of broad equality and gender balance. In addition, geographic balance and representation across the interest groups outlined above is a key consideration. In making any appointments to this committee, KCC reserves the right to consider other persons who fulfil the necessary requirements.
Prospective members should satisfy at least one of the following criteria:
- Extensive experience of local communities, social inclusion or economic development at national, regional or local levels
- Significant strategic planning experience, and a track record in supporting the delivery of plans at local level
- Financial capabilities- experience in securing significant resources, managing programmes or financial management
- A strong track record in working collaboratively across sectors to progress agreed goals
- A clear fit with at least one of the interests defined as non-statutory outlined in section two.
Expressions of interest are sought from relevant individuals, organisations and groups. A short one/two page expression outlining skills, experience, qualifications in line with the criteria above and a short statement outlining why s/he should be considered for a position on the LCDC should be sent by 12 noon on Tuesday 22 April 2014 marked LCDC expressions of interest by either email to lcdckildare@gmail.com or by post to Anne Marie Conneely, Community and Culture Department, Kildare County Council, Level 5, Aras Chill Dara, Devoy Park, Naas
Kildare County Council will acknowledge receipt of all applications and inform applicants of the decision in relation to the appointments made.
Initial appointments of non-statutory bodies to the LCDC will be for a period of one year.
