Minutes of the Naas Town Council Monthly Meeting held on 16th December 2008 in the Town Hall, Naas, Co Kildare at 7.00 pm


Attendance: Cllr. S. Moore, (in the Chair), Cllr. W. Callaghan, Cllr. P. Behan, Cllr. A. Creevey, Cllr. P. Clear, Cllr. D. Scully, Cllr. P. McCarthy, Cllr. M. Glennon,Cllr. J. J. Power.

In attendance: Mr. E. O Sullivan, Town Manager, Mr. K. Kavanagh, Town Clerk, Mr. C. Flynn, Town Engineer,Ms. M. Mc Carthy, Administrative Officer.

The Members agreed to commence the meeting at 6.00pm and deal with any

committee items of the meeting at the end of the public session.

2. To consider minutes of November Monthly Meeting held on 18th November 2008 (circulated).

The minutes were proposed by Cllr. Callaghan and seconded by Cllr. Glennon and agreed by the meeting.

3. To consider the disposal of the fee simple interest in accordance with Section 183 Notice (copy of Notice already circulated)

(a) 8 Artizan Cottages, Naas.

The Section 183 was proposed by Cllr. Callaghan and seconded by Cllr. Moore and agreed by the meeting.

4. Completion of Agreement under Section 85 of the Local Government Act 2001 between Naas Town Council and Kildare County Council in respect of the provision of sanitary services.

The Town Manager advised that Kildare Local Authorities were working towards a single Water Authority for 2010 and noted that this agreement was a continuation of the previous agreements already in place. The Section 85 was proposed by Cllr. Moore and seconded by Cllr. Glennon and agreed by the meeting.

5. To consider the Taking in Charge of

Craddockstown Rise

Craddockstown Way
Cluainn Aoibhinn Road

The Members considered the report from the Town Engineer who advised that all issues were in compliance and recommended that Craddockstown Rise, Craddockstown Way and Cluainn Aoibhinn Road should be taken in the charge of Naas Town Council. Cllr. Glennon commended the Town Engineer on the work carried out on the taking in charge area. Cllr. Moore noted that there was no sign coming from the Cluainn Aoibhinn estate onto to the Cluainn Aoibhinn Road. The Town Engineer advised that this would be addressed through the snagging of the estate.

The taking in charge of Craddockstown Rise, Craddockstown Way and Cluainn Aoibhinn was proposed by Cllr. Callaghan and seconded by Cllr. Power and agreed by the meeting. Cllr. Power requested that the Town Engineer get back to the Naas Industrial estate in the New Year.

6. To note Progress Report (circulated).

The Members noted the Progress report.

7. To note reports from Conferences.

The Members noted the report from Cllr. McCarthy on the LAMA winter seminar.

8. To note reports from Sub-Committees

Allotments Cllr. Power advised that further discussions needed to take place with the Town Engineer.

Anti Litter Cllr. Moore noted that no recent meeting had taken place and he would arrange a meeting early in the new year. Cllr. Callaghan enquired whether a byelaw was needed to address the matter of recycling material being left out overnight. Cllr. Moore advised that the anti litter committee had taken up the matter with the service providers and retailers and would discuss the matter at the next anti litter committee meeting.

Festival There was no report from the Festival Committee meeting.

Signage Cllr. Behan advised the Members of the award received for the new signage around the Town whereby the Council were commended for giving equal billing to both Irish and English.

Skateboard The Town Engineer advised that he would arrange to meet with the short listed candidates in January and expected that the sod turning should take place in March or April.

Intercultural Cllr. Moore advised that no meeting had taken place and noted that the flag raising could not take place because of the ground conditions.

9. To consider Notice of Motion.

Submitted by Cllr. W. Callaghan.

(a) “That Naas Town Council install universal access to the Town Hall as a matter of urgency ” .

The motion was proposed by Cllr. Callaghan and seconded by Cllr. Glennon. The Members considered the report by the Town Clerk who advised that he expected the Part 8 to commence early in the New Year. Cllr. Callaghan considered that the works proceed immediately and noted the difficulties that visitors to the hall were having accessing the building. Cllr. Callaghan also considered that the universal entrance would assist the businesses in the Town Hall.

Cllr. Glennon agreed with Cllr Callaghan and noted that she had been a supporter of the country market and expressed concern for people trying to access the Town Hall. Cllr. Glennon also considered the queuing on the steps to be a bad practice. Cllr. Clear requested the Town Clerk to look at the slabs to the front of the Town Hall as these were also in a bad condition.

10. Submitted by Cllr. D. Scully

(a) “That this Council establish whether a private company will be running the new Naas pool and whether VAT will be charged on admission tickets”.

The motion was proposed by the Cllr. Scully and seconded by Cllr. Creevey. The Town Manager advised that a private limited company would be operating the new swimming pool and that the company was required to register for VAT. Mr. O’Sullivan also advised that there would be a series of information meetings being arranged in the new year for the Members whereby the Members could view the facilities. Cllr. Creevey expressed concerns that existing arrangements in place with the schools could not be guaranteed in the new facility. The Town Manager advised that he would forward the Member’s concerns to the new Management Company for the pool.

11. Submitted by Cllr. S. Moore

(a) “That Naas Town Council now form a members committee to spearhead the building and delivery of a Monread District Community Centre”.

The motion was proposed by Cllr. Moore and seconded by Cllr. Scully.

The Members considered the report by the Town Clerk. Cllr. Moore expressed disappointment at the lack of progress on the project. Cllr. Scully noted that another community centre had been erected in Naas whereas Naas Town Council had made little progress.

Cllr. Power noted that he had hand delivered a motion on the same issue to be included but it had not appeared on the agenda. The administrative officer acknowledged the error and apologised for the oversight.

A discussion took place on the location for the centre and the Town Clerk advised that he would revert to the Members with a report at the February meeting.

(b) “That Naas Town Council extends an invitation to the Chief of Staff of the Irish Defence Forces to visit the Council at one of its meetings in January 2009”.

The motion was proposed by Cllr. Moore and seconded by Cllr. Callaghan. Cllr. Moore agreed to amend the motion to the following

“That Naas Town Council extends an invitation to the Chief of Staff of the Irish Defence Forces to visit the Council at one of its meetings in 2009”.

The motion was proposed by Cllr. Moore and seconded by Cllr. Callaghan and agreed by the meeting.

12. To consider Questions.

(i) Can discussions be entered into with the residents of Morrell Way in an effort to tackle the traffic issues they are facing?

The Town Clerk agreed to investigate the traffic issues once specific details are received from either Cllr. Creevey or the Resident’s Association

(ii) Call on Kildare County Council to introduce safer access to the Gallops entrance on the Dublin Road while we are waiting for the ring road to be finished?

Naas Town Council has advised Kildare County Council of the question and has requested them to consider this issue in their plans for the area.

13. To consider motions and correspondence received.

The Members agreed to mark as read the motions received from Tralee Town Council, Killarney Town Council and Laois County Council.

14. To consider any other business properly arising.

Cllr. Callaghan advised that the parents council from the Primary school on the Sallins Road were looking to make a deputation at the January meeting. The Members agreed to receive the deputation at the January meeting. Cllr. Callaghan also noted the poor condition of the Ballymore Road. The Town Engineer advised that Kildare County Council had issued the licence for the works on Ballymore Road and that Kildare County Council would be pursuing the Developer to ensure that the road was properly reinstated.

Cllr. Scully queried whether patching was the most efficient way of improving a road. The Town Engineer confirmed that where patching was carried out correctly using the correct material it was an efficient way of repairing roads.

Cllr. Callaghan sought an update on the sewerage blockage on the Kilcullen Road. The Town Engineer confirmed that the blockage that had occurred between Esmondale and Broadfield had been cleared. The Town Engineer also confirmed that the Council were investigating the cause. The issue of reinstatement was being resolved.

The Members agreed to have the March monthly meeting on Tuesday 24th of March as St. Patrick’s Day was falling due Tuesday the 17th of March.

Cllr. Scully paid tribute to the Mayor and Town Council with regards to the Christmas Lights turning on ceremony.
