Statement of Policy on Housing Management

Responsibility of Tenants

Your attention is drawn to the following list of the conditions on which the letting is made.

As far as Maintenance is concerned Naas Town Council will attend to defects of a structural nature. This includes such items as the roof, walls, floors, windows and external doors (excluding glass), toilet bowls, baths sinks which become defective through fair wear and tear.

You, as tenant, will be responsible for all other repairs

The following is a list of repairs for which you will be responsible:

  • Tenant should clean their chimney regularly and ensure that smoke alarms are in working order.
  • Any repair to be carried out by Naas Town Council should be reported as soon as possible.
  • Naas Town Council insure the structure of its houses against fire damage. Any damage should be reported as soon as possible.
  • Each tenant is advised to join a residents association in its area in order to become involved in the maintenance of the estate. If there is not a residents' association in the area, Naas Town Council will assist in setting up an association.

Tenants are responsible for:

Structure of Dwelling

(a) Painting, decorating, all doors and windows,
(b) Internal plaster cracks
(c) Internal doors and their handles, locks and hinges.
(d) Cupboards, kitchen units and their doors, drawers, hinges, locks and handles.
(e) All internal decoration.
(f) Damage to hall door and back door and their hinges, handles, locks, bolts, letterbox and knocker, not caused by fair wear and tear.
(g) Repairs if any will normally be carried out only if the rent account is up to date.

Windows, Doors, Floors

(a) Damage to windows and doors not due to fair wear and tear.
(b) Rear entrance, side entrance and fuel house doors and their fittings.
(c) Replacement of broken glass in houses.
(d) Draught proofing
(e) Floor Covering
(f) Window stays, catches and restrictors

Fences, Gates, Gardens

(a) Maintenance of gardens and hedges
(b) Repair to all fences, gates and boundarys.
(c) Maintenance of grass verges to front of property.

Electrical

(a) All repairs to electric appliances, fires and heaters and their plugs not installed by Naas Town Council.
(b) Fuses except main fuses.
(c) Replacement of light bulbs.

All repairs to wiring and electric fittings provided by Naas Town Council will be carried out by Naas Town Council but where damage has been caused to them the tenant will be held responsible and will be required to pay the cost of replacement.

Cooking and Heating

(a) All appliances installed by the tenant.
(b) Fire basket and front fret.
(c) All damage to units not caused by fair wear and tear including glass fronts to rooms heaters.
(d) Replacement of hearth or surround tiles.

Plumbing

(a) Clearing of rain water gullies, and gullies and waste pipes for bath and sink.
(b) Toilet bowls, baths, sinks and wash hand basins except where defective through fair wear and tear.
(c) Seats, chains, handles, washers and stoppers for toilets, baths, sinks, etc.
(d) Cleaning of silt, leaves and other deposits from gutters
(e) The cost of clearing a blocked house drain where a dwelling is served by a single drain and the apportional cost of cleaning a combined drain.
(f) Repair of leaking and dripping taps

SPECIAL NOTE

Your attention is drawn to article 7 of the Tenancy Agreement which states:

The tenant shall not execute any additions, alteration, improvements or other works in, or in relation to the dwelling or erect any shed, garage, out-office or other building without the consent of Naas Town Council. All such construction, erections etc... shall become landlords fixtures, that is to say they shall become the property of Naas Town Council and are not removable by the tenant at the termination of the tenancy nor is any compensation allowable in respect of them.

In case of certain alterations carried out to the dwelling, Naas Town Council may require full reinstatement to the original.

Non compliance with the foregoing will result in the postponement of any transfer application.

General

The tenant is responsible for repairing all damage to the dwelling not caused by fair wear and tear, The tenant is required to keep the dwelling and garden in a clean and sanitary condition and not to allow any refuse, nuisance or offensive matter to accumulate on any part of it.

In case of a new tenant, every effort will be made to put the dwelling into a fully habitable condition. Where a dwelling is may years old, it must be appreciated that it cannot be renovated to an as new state.

Special consideration will be given to the problems of elderly tenants and to exceptional cases of hardship.

The tenant of a flat is required to sweep the staircase and balcony outside the flat once a day and to wash them once a week.
