Kildare County Development Plan 2017-2023 - Variation No. 1

Notice of Proposed Variation No.1 of Kildare County Development Plan 2017-2023

Notice is hereby given pursuant to Section 11 (1)(b) and Section 13 of the Planning & Development Acts 2000 (as amended) that Kildare County Council, being the planning authority for County Kildare, proposes to make a variation to the Kildare County Development Plan 2017–2023.

The reason for the proposed variation report is to respond to the recent changes in national and regional policy, namely the publication of Project Ireland 2040: National Planning Framework (NPF), The Implementation Roadmap for the National Planning Framework and the Eastern and Midland Regional Assembly (EMRA) Regional Spatial and Economic Strategy (RSES).

The proposed variation comprises of the following:

  • The integration of the changes in national and regional policy into the Kildare County Development Plan 2017-2023;
  • Integration of the Transitional Population Projections contained in the NPF Implementation Roadmap and;
  • Revisions to the overall county Settlement Hierarchy;

Kildare County Council has undertaken a Strategic Environmental Assessment Determination in accordance with Article 13K of the Planning and Development Regulations 2001 (as amended) which determines that the proposed variation is not likely to have significant effects on the environment. Kildare County Council has undertaken Appropriate Assessment Screening under Section 177U of the Planning and Development Act 2000 (as amended) which concluded that the proposed variation is not likely to have a significant effect on a European site.

A copy of the Proposed Variation No. 1 to the Kildare County Development Plan 2017–2023, together with a Strategic Environmental Assessment Screening Report and Determination, an Appropriate Assessment Screening Report and a Stage 1 Flood Risk Assessment may be inspected from Thursday, 9 January 2020 until 5.00 p.m. Thursday, 6 February 2020 at the following locations:

  • Kildare County Council Offices, Áras Chill Dara, Devoy Park, Naas;
  • The following public libraries (during opening hours) located at: Athy, Ballitore, Celbridge, Clane, Clocha Rince, Kilcock, Kilcullen, Kildare Town, Leixlip, Maynooth, Monasterevin, Naas, Newbridge and Rathangan.

Public Consultation Sessions

Planning Staff will be available to answer any questions on the proposed variation on the following dates at Áras Chill Dara, Naas;

15 January 2020      4.00 p.m. – 7.00 p.m.

21 January 2020      2.30 p.m. – 5.00 p.m.

22 January 2020      10.00 a.m. – 12.30 p.m.

23 January 2020      2.30 p.m. – 5.00 p.m.

24 January 2020      10.00 a.m. – 12.30 p.m.

Written submissions or observations with respect to Proposed Variation No. 1 and the environmental reports may be made to Kildare County Council on or before 5.00 p.m. on Thursday, 6 February 2020 in one of the followings ways:

Any such written submissions or observations made before the stated closing date and time and to the specified postal address or online portal will be taken into consideration before the making of the variation. Written submissions or observations must include your name and a contact address and, where relevant, details of any organisation, community group or company etc. which you represent.

DEADLINE FOR RECEIPT OF SUBMISSIONS (Online, by post or by hand delivery to Áras Chill Dara) 5.00 p.m. Thursday, 6 February 2020.

Please make your submission by one medium only i.e. in hard copy or online. E-mail or faxed submissions will not be accepted.
