Minutes of the Naas Area Committee Meeting
held at 2.00 p.m. on Tuesday, 24 March 2009,
in the Council Chamber, Aras Chill Dara.

Members Present: Councillor M. Glennon (Cathaoirleach), Councillors P. MacNamara, W. Callaghan, B. Hillis, JJ Power and S. Moore (Mayor of Naas).

Adoption of Minutes

The committee considered the minutes of its meeting of 17 February 2009 and the report of progress in matters raised there at.
Resolved on the proposal of Councillor Hillis, seconded by Councillor Power that the minutes be confirmed and taken as read.

Bus Bay at St. Mary’s Convent Naas

In regard to the parking arrangements at St Mary’s Convent Naas the area engineer undertook to re-examine the situation.
Resolved  that the transportation department report back to the April meeting.

Caragh Bridge

Councillor Power referred to the report regarding Caragh Bridge where the area engineer stated that a structural assessment of Caragh and Cock Bridge was required. The National Roads Design Office indicated that it was not in a position to assist in this regard. External consultants might be required, but there were inadequate resources available to carry out this work. Councillor Power suggested that weight restrictions be introduced.
Ms Kavanagh read a letter from Bord Na Mona which stated that they were trying to encourage their lorries and customers to use alternative routes but to no avail.
Resolved; that the transportation department carry out a traffic survey and report back to the next meeting.

Traffic control in Naas

 
The committee considered the following motion from Councillor Callaghan
“That Kildare County Council provide traffic lights on the Dublin road in Naas at the junction of the Gallops and Maudlins Avenue”.
Ms  Kavanagh reported that there was no funding available for a signalised installation. With regard to the location it seemed that a number of planning permissions granted in this area had conditions attached requiring the developer to install traffic signals at this location.  Furthermore, it was pointed out that a bus lane had been proposed for the Dublin Road and that this proposal might include signals.
Resolved; that the transportation department investigate the planning permissions in this area and report back to April meeting.

The committee considered the following motion from Councillor Mac Namara.
“That Kildare County Council provide traffic lights on the Dublin road in Naas at the junction of the Gallops and Maudlins Avenue”.
This motion was considered in conjunction with Councillor Callaghan’s motion in NS02/0309 above.

Road in Kilcullen

 The committee considered the following motion from Councillor Callaghan.
“That Kildare County Council make every effort to have the road surface on the Main Street in Kilcullen in good repair for the start of the FBD Milk RAS in May”.
The area engineer advised the members that subject to the usual financial and human resource constraints, the Council would endeavour to facilitate the race.

Footpath and cycle lane, Kilcullen Road

The committee considered the following motion from Councillor Callaghan
“That Kildare County Council provide a footpath and cycle lane to Pipers Hill Community College School before the college opens in September of this year”.
Ms Kavanagh reported that as part of a planning permission in the area, a developer proposed to provide a footpath and a cycle-track infrastructure for this location. Documentation to facilitate this was being prepared. Subject to agreement and approval, it was proposed to present this project to An Bord Pleanala in the second quarter of 2009. The members were advised that the Council currently did not have the resources to develop this project.
Resolved; that the transportation department examine planning permission conditions to see if the provision of footpath and cycle paths are included, also check whether the Council has received any funding towards said paths and report back to the April meeting.

Canal Bank at Sallins

The committee considered the following motion from Councillor Mac Namara
“That the railings along the southern side of Canal Bank Sallins, be extended along the full length of the footpath”.
The area engineer reported that there were no plans to extend the railing, as, at the initial consultation with Waterways Ireland when the new path was installed, it was agreed only to erect railing at the narrowest section of the canal bank. Councillor Mac Namara queried the procedure for extending the railings and how much cost would be incurred in such a project.
Ms. Kavanagh indicated that no contractual commitments could be entered into at the moment.
Resolved; that the area engineer investigate the procedure and cost for railings and report back to the next meeting.

Lands at Kill

The committee considered the following motion from Councillor Callaghan.
“Now that the legalities have been finalised between Kildare County Council and Cavan Developments (Planning ref. 04/1143) for the transfer of 3 acres, that the County Manager agree to lease this land to Kill GAA Club as was the wishes of the owners of Cavan Developments when planning permission was granted”.
The administrator reported there was no condition in the planning permission or the Kill Local Area Plan 2002 that this land would be leased to any specific community group. Any use of the land would have to be considered in the context of the objective in the 2002 Local Area Plan to develop a town park in Kill and the current zoning of additional lands around the lands ceded by Cavan Developments. In order to assess the most appropriate use of this land any proposals for use by community organisations would have to be submitted and considered.
Resolved; that the report be noted.

Other Business

Post box at Aras Chill Dara
Councillor Moore queried the provision of post box at Aras Chill Dara as he stated that due to night security it was impossible to leave anything into building after a certain hour and he asked that the matter be examined by corporate services section.

Deputation from Sallins GAA
Councillor Glennon requested that a deputation from Sallins GAA be permitted to attend the next area meeting in April, and this was agreed by the committee.

Deputation from Naas Primary Boys School
Councillor Glennon requested that a deputation from the Naas boys Primary School be permitted to attend the next area meeting in April to discuss new footpath facilities from the old swimming pool site. However it was agreed that this deputation be postponed until the draft area action plan was presented.

The meeting then concluded.
