The RAPID Programme was established by the Government in 2001 in order to prioritise and address social exclusion and improve quality of life for residents in areas of particular disadvantage. RAPID stands for Revitalising Areas by Planning, Investment and Development. The Athy RAPID programme commenced in June 2002. It is managed locally by an Area Implementation Team (AIT) made up of representatives from State Agencies, the Local Development Social Inclusion Programme, elected members and residents.
